The purpose of Low and High Order Literate Orientation

Found this quotation from Heap which summarises some important goals of Literate Orientation stages. Substitute 'Literate Orientation' for 'comprehension lessons':

(comprehension lessons) allow students to appreciate the text as within the culture. And it is only by the reader being within the culture that text can be rendered meaningful and useful. Generally then, the point of the comprehension phase is to bring the student within the culture as well (Heap, James L. 1985 'Discourse in the production of classroom knowledge: reading lessons'.
